4、ment of a quality living environment and tourist destination.This report includes urban design proposals for 16.8 hectares of waterfront city at Ma Luan Wan,hereinafter referred to as the project site.Key areas within the project site have been identified for the development of detail conceptual pro
5、posals and design control parameters which aim to inform the future development of this city.1.0 引言引言 厦門的馬鑾灣為區內一個具有顯著的發展潛力及足以為優質的生活環境及旅遊點提供機會的場所。此報告涵概了為馬鑾灣而設的 16.8 畝濱海城市的設計堤案,也就是此項發展的場地。項目場地的主要區域已被定出以作為發展細部的構想建議及設計控制手法並以為此城市的將來發展提供方向。2.0 Background EDAW Ltd was commissioned in January 2004 to review
6、 a number of land use plans proposed for the development of 52 ha of Ma Luan Wan.During design workshops between January and February 2004 EDAW Ltd,in conjunction with consulting engineers Maunsell Consultants Asia Ltd,reviewed previous studies,identified their strengths and highlighted areas for im
7、proving the land use and transport planning.Based on an agreed set of design parameters and land use proposals,EDAW Ltd prepared a conceptual urban design plan for submission to the local government authorities to seek approval in principle for the Ma Luan Wan development plan.A number of key concep
8、ts recommended in this concept plan were taken into consideration by the Xiamen Academy of Urban Planning and Design,and adopted in their land use control plan.2.0 背景背景 易道有限公司於 2004 年 1 月被委任去重新審視一系列為馬鑾灣的 52 畝土地而備的土地用途平面圖。易道有限公司於 2004 年 1 至 2 月期間聯同茂盛亞洲顧問有限公司合辦的設計工作坊,重新審視過往的硏究並出其優勢及有待改善的土地用途以及運輸規劃的重點區
9、域。本著一系列已取得共悉的設計手法及土地用途提案,易道有限公司準備了一個都市設計構想圖並呈送到當地的政府機關去核實以作為馬鑾灣的發展藍圖。在此構想圖內更有不少的重點構想建議被厦門都市規劃及設計院所參考並收納在他們的土地用途管制平面圖上。3.0 Scope The scope of this report includes conceptual design proposals for 16.7 hectares of waterfront and city centre development.The proposed urban design and landscape framework
10、for the project site was developed based on the land use control plan prepared by the Xiamen Academy of Urban Planning and Design.This study analyses the land use mix,which includes retail,commercial,civic,entertainment,tourism,residential and industrial(existing),and configures this mix into a high
11、 quality waterfront city,the success of which is achieved by maximising the opportunities for development around water and the linking together and integrating the key land use components with a network of open space,primarily amenity parks.The detailed proposals prepared by EDAW Ltd demonstrate the
12、 how the development goal of Xiamens new city development within Ma Luan Wan are achieved.3.0 範圍範圍 本報告書包括了為 16.7 畝的濱海及城市中心發展而設的設計構想提案。為項目場地所擬定的都市設計及景觀架構乃以厦門都市規劃及設計院所準備的土地用途管控圖為依歸。本硏究分析了混合的土地用途,其中包括零售、商業、城市、旅遊、居住及現有的工業區等並將這些混合用途配置到高質素的濱海城市中。而成功的關鍵在於提升水體周邊發展的機遇及藉由一個開放空間及綠化公園的網絡去連繫及結合主要的土地使用元素。由易道有限公司準
13、備的細部提案可展示出厦門新城的發展理想如何在馬鑾灣中實現。4.0 Goals&Objectives Development Goal:The Ma Luan Wan development will become a significant quality living environment and tourist node within Xiamen and the wider Fuijin Region.The following Key Objectives have been established to ensure the achievement of the Developme
14、nt Goal Key Objectives:Maximise waterfront development opportunities for both the private and public sectors;Create a continuous pedestrianized public waterfront edge;Create tourism proposals of regional significance;Ensure all development has waterfront and/or open green space access or views;Enhan
15、ce and protect the existing ecological and landscape assets within the site;and Mitigate the visual effects of the existing industrial land use.4.0 理想與目標理想與目標 發展理想:發展理想:馬鑾灣的發展為厦門及更廣闊的福建地區帶來一個顯著的優質生活環境及旅遊節點。以下的重點目標乃為著確立發展的理想的達成而建立 重點目標:重點目標:為公眾及私人單位提升濱海發展機遇;替造一個連貫性的海濱行人邊沿;替造具有地方特色的旅遊建議;確保所有發展都可以到達及遙望
16、海濱及開放綠地;加強及保護場地內現有的生態及景觀資產;及 緩和現有的工業用地的視覺影響。.5.0 Analysis of Proposed Land Use Plan Following a review of the land use control plan prepared by the Xiamen Academy of Urban Planning and Design,recommended amendments have been made to this plan to further enhance the development opportunities for the
17、new city.The proposed recommendations are illustrated on the diagram titled Existing Land Use Plan:Recommended Amendments.Based on approval of Gulf Investments Co Ltd,we have incorporated these recommendations into the plan detailed in this Final Report.5.0 擬定的土地用途平面圖分析擬定的土地用途平面圖分析 在審視過由厦門都市規劃及設計院所準
18、備的土地用途管制平面圖之後,建議的改動已被放到此平面圖上以進一步加強新城的發展機遇。而擬定的建議亦展示在現有土地用途平面圖:改動建議上。在取得厦門海灣投資有限公司的核准後,我司更細緻地在本終期報告書中納入了以上所提及的建議。5.1 Development Constraints The development proposal for Xiamen Ma Luan Wan is a unique design opportunity in that a high proportion of the existing development will be removed,creating a
19、reasonably clean slate on which to design an innovative and unique new city environment.The following key conditions posed contributed to the development framework within which we were required to work,and could therefore be considered constraints:The existing industrial,and residential that support
20、s the industrial land use is required to be retained,therefore impacting on the outlook for any of the proposed south facing developments;The proposed road network including the expressway positioned parallel to the northern boundary;and Road positioned between the Ma Luan Bay and the Wetland.5.1 發展
21、限制發展限制 厦門馬鑾灣的發展建議書是一個很特別的發設計機遇,因為有很大比重的現有發展將會被移除而營造出一塊乾淨的場地以設計一具原創性及獨特的新城市環境。以下的重點條件成發展架構,我司亦基於這些條件去進行設計並作為限制的考量因子:現有的工業及住宅基於與工業土地用途並未有抵觸,故被要求保留而對擬建的南向發展的視野造成影響;擬建的道路網絡包括與北一界線平行的快速公路;及 位處於馬鑾灣及濕地的道路。5.2 Development Opportunities As mentioned in the previous section,the scope of this development was n
22、ot highly constrained by the existing site conditions or developments.We consider that the development opportunities therefore relate to the following key aspects:Development goals focusing on creating a high quality living environment and tourism destination provided the opportunity to prepare inno
23、vative urban design and landscape proposals;Reinstatement of the tidal water body within bay;and Reinstatement and redirection of existing streams to create open green space corridors to establish connectivity between the proposed built-up areas.Protection and restoration of the wetland 5.2 發展機遇發展機遇
